Noticed there is a "base percentile" on Shaper's Gloves. What does this mean - can't seem to find any info about the stat.

the base defenses can roll in a certain range, the number tells you how close it is to perfect. 92% is pretty good

its on all items that have inherent defense stats. Just search for white items of a certain base type, like pig-faced bascinets and compare their base stats

From the 3.16 Patch Notes:
"
Problem:
With the desire to increase Armour, Evasion and Energy Shield power across the board, we felt that the base values on items were too low. In addition, we feel that our item system needs more base type heterogeneity.
Solution:
Base Types are now generated with a random 0-15% (on average) higher base defence, as an inbuilt property. This means that all base types can be better than they currently are, and armour base types are not homogeneous any more.
0% means minimum Base roll, 100% means max. Max is preferable but usually not impactful unless you are min-maxing for Energy Shield.
