Can't Bind Bound Skill 3

Not sure if something on my end but if anyone has a fix I would greatly appreciate it. No matter how much I click on bound skill 3 (typically right click by default) it will not being up the menu to let me pick a skill for it. It will default get filled by a random skill but I can not control it. I was creating a ton of characters earlier so maybe it has something to do with that. A restart did not fix the issue nor did resetting the defaults on all my bindings.

Edit: Every other skill binds just fine btw.

Hardware related, you probably need a new mouse.

Well restarting didnt work but I came back today for league start and it was magically fixed. No clue why.
