Build endgame viable?

Hey guys,

I've stumbled upon this build

and saw that quite a few people are playing this or something similar. It looks pretty interesting but I don't want to get stuck on a build that can't do the endgame.
It doesn't have to be 100% delirious or wave 30 simulacrum but I want to be able to do something like Feared. So I guess my question is this:
Do you know if this can be endgame viable on a medium budget (let's say 30-40ex)? Especially damage-wise?
