Plague Bearer Celestian Effect not working

I've bought the Plague Bearer Celestial Effect and when I assign and activate it, its looks like the old Effect. No Changes. Restarted game already.

If you have more than one Plague Bearer skill, are you assigning the cosmetic to the correct one that you're actually casting?

if above is good, try unsocketed and resocketing the gem(to disable/reenable it)
