Question about Heraldry cluster jewel and Elementalist's Mastermind of Discord

Does anybody know if the extra 25% to exposures would work on the Heraldry cluster jewel?

Cluster jewel mod says: "Nearby Enemies have Cold Exposure while you are affected by Herald of Ice"
Mastermind of Discord says: "Exposure you inflict applies an extra -25% to the affected Resistance"

I guess what I'm hung up on is it doesn't feel like Heraldry "inflicts" anything, if that makes sense.

Is anybody familiar with this interaction?

Mastermind of discord should work as long as exposure originates from you, which is the case with Herald of ice.

"Inflict" does not mean "when you hit" or something, just that you create the debuff in question
