Cold snap of power CoC/CwC/Cospris

anyone know why the cold snap of power does not consume a power charge to bypass the cooldown when used with Coc/CwC/Cospris? nothing indicate that it shouldnt.

apparently triggered skills dont consume charges to bypass cooldown.
