Brine King Pantheon's wording ?

I've been wondering... Why does the Brine King Pantheon powers uses "100% to avoid beeing frozen" instead of simply saying "Cannot be frozen" like on Dream Fragment or Wanderlust ? Is there a difference, can I actually get frozen in a way with only chances to "avoid" beeing frozen ? If there is enemy that would be able to lower your avoidances, then you would be able to get forezen. Not sure if there is enemy that does that, YET.
