Charms giving extra exposure?

There are charms that gives "Exposure you inflict applies an extra -7% to the affected resistance". Would this work on top of the "Exposure apply at least -18% Resistance" mastery on the passive tree, and give -25% total?

No. The at least 18% mod will only take effect if all the added sources of exposure are less than 18%. That mastery will never cause exposure to go above 18%.
