My CPU usage is HIGHER than me GPU??

Hi,
as you can tell everyone having major issues with this league from Latency issues.
However I'm having CPU spike issues BADLY which causing the game to lag/freeze for 7 seconds and random disconnects. the CPU in game stats keeps spiking and when it freezes goes from 6 ms to over 1000 ms
I've reinstalled the game and try to fix as I LOVE PATH OF EXILE 1
which the devs seem to ignoring the issue with the game
I can play latest games 100% fine


I was on the task manager and the CPU seems to be doing all the work.. and GPU load is at 13% when I do have a spike CPU goes to 69% GPU is only at 3%
I've tried changing ingame settings to high and not fps lock and direct 12 beta and still NOTHING helps

does anyone have a solution? it's like 3050 GPU is hardly anything compared to cpu

EDIT# I have seemed to discovered a more better experience.

Turn on "windows hardware acceleration" on and also below it "optimization for windowed games" turned on.
if on laptop like me or got default CPU graphic's. make sure turn on both window settings and NVidia control panel/amd to choose the GPU you want on by default

Turn on prefer maximum power on NVidia control

Go on task manager on path of exile right click then details then right click on poe again and click on set affinity and untick few cores or more than half this helped with the CPU load when loading into maps from 100% to around 40%-80% which when at full load this could be main cause of dcs/crashes??? also helps the cpu load just by mapping

Disable both dynamic culling/resolution and switch to direct x12 beta
Try mess with the settings from low to high. im still testing it out

FPS/Resolution affects the performance drastically.. I always fps lock my games around 45 fps because of the noise level of fans and the temps..
However I've tested it out while at 35 FPS the CPU load goes from the 40-80 to 90+ and took longer to load into the map while I have the fps locked to 60 cpu load stayed normal and loaded lot quicker.. Also on the task manager having higher fps/resolution put more load onto the GPU instead of the CPU


Other ways that make help
Disable all the sounds
instead of low count of channels for the audio set it high?
Changing the computer settings for CPU C-States
