Angry Poisonberry (Rage on Hit) not working with TS

I have a Poisonberry Tincture with a T3 "Angry" modifier and no matter how many enemies I hit, I won't build up any Rage.

I'm having the same issue with an Apoplectic Poisonberry Tincture (same mod, higher tier) with Caustic Arrow of Poison, Lightning Arrow, Storm Rain of Conduit, and Ice Shot as well.

Apparently you can turn a tincture on or off by clicking on it...
