Cannot visit mine encampment

Hello! I am a very new player to the game and am having trouble accessing the mine encampment. I've done this content a few times in SSFHC, but am interested in exploring the end game so I'm continuing my character in softcore. However, I cannot re-do Niko's quest, and he will not allow me to go to the camp (you do not have the required quest state). His quest in the mines is not active, so I cannot do that quest. Any support is helpful. thanks.
