Does mini-HH effect from Tincture stacks with Headhunter?

This modifier "Killing Blows against Rare Monsters have a (20–30)% chance to grant one of their Modifiers for 60 seconds attack". I've seen some people use both Tincture with this mod and Headhunter. Do they work together? Or Tincture just does nothing in this scenario? Would like to know.

It should work like Inspired Learning i.e. it should give you an extra one. However, I have heard of some (possibly bugged) interaction between Headhunter and Inspired Learning, so it's possible that it doesn't work as intended.

With some careful testing you might be able to tell what's going on - maybe find a one-mod rare, look up what stats it gives you, and see if it's applied to you twice.
