Manaforged arrows and various skills...

Why do skills like blast rain and storm rain sometime just rain down on top of the character instead of the "target" like the tooltip states? The "target" must be an enemy on the screen to work properly? Why does it even work at all when I can clearly hit things off screen with my main attack skill, but the enemy has to be on screen? Weird game
