Help fixing my crit Inquisitor =)

Hey all, I've been away from the game for a long time and just came back, I know nothing so I just started playing a crit inquisitor to learn the game again. Now he is starting to develop into something but the char is a disaster. I would love some advice on what skill gems I should try without reworking my char completely.

I made him tanky and I would like to keep that going but right now it is just a generic crit build using creeping frost as a shotgun, works for now but I have the feeling that damage will fall off.

I know it's good but I don't exactly want to do penance brand, are there any other options open to me? I will try and link my character so you can review it.

Also I am playing on HC with a buddy so a lot of gear isn't available to us, it is basically SSF HC but I still want to continue to grow my char, if I have to target farm some things for a while that's ok.
