Storm Conduit spectre projectile seemingly unscalable

I've been testing this unit from the Valako embers. Their default single projectile spell's damage doesn't seem to be scaling with support gems such as elemental focus and meat shield.

I've tested in a few maps and the damage output from the projectiles seems to stay the same while switching support gems in and out.

I am running into the same experience. I have tried to boost with attack and cast speed, as well as CDR from 'Golem of Hordes". No luck with any of it.
