Skill effect MTX doesn't change skills appearance

Once I swapped to Kinetic Blast, I bought the skill effect MTX for it, the celestial one. It worked fine at first, but at some point I noticed that it doesn't change the skill's appearance at all.

Tried reclaiming it and equipping it again, restarted the game multiple times as I just went along with it since I noticed it couple days earlier. Did someone encounter that previously and have a solution for it?
