Tier 17 map mod that lowers action speed effects trickster

As far as I know the trickster ascendancy notable is supposed to make action speed never go lower than 108%, but the mod on tier 17 maps definitely was killing my action speed.

Same thing happening to Juggernaut using Unstoppable ascendancy on tier 17 maps, which clearly states that action speed cannot go bellow base value; This is clearly not working as intended, but, just in case this is intended, consider removing such ascendancies from the game, because they exist precisely to avoid such modifiers.

Looked at the other posts for this and no response yet. it also stops kaoms roots so it seems it just bypasses all cannot go below base value. Would really like to know if this is a bug or not
