Failed to load shop and online item filters not loading

I'm looking for help solving a new problem I've had the past 2 days. I'm unable to load the ingame shop and item filters. Shop just says it failed to load try again later. When I go to ingame options and item filters drop down, for a brief millisecond I can see my filters, but then it goes away. I've also noticed on the login screen, the notification panel is stuck on "downloading...".

I've tried clearing and using other DNS, tested wifi and ethernet.

Also affecting the PoE website and trade. It's not loading some assets and displaying incorrectly.
