Missing Packcheck.exe

My game keeps crashing.....

I get Error loading type metadata/effects/spells/frost_bolt/Anomaly etc.
"is non-virtual and does not have a physical file"

I was told do run my packcheck.exe, I looked everywhere in all the directories and I don't have that file, so I assumed

I tried to verify the integrity of the files, that didn't work.
I reinstalled the game, that didn't work.

I lost my lvl 98 character on hardcore because of this, and I still can't fix it. can I just download the packcheck.exe from somewhere?
Anyone have any insight on this? thanks

Are you running the standalone client or Steam? If Steam, then you don't get packcheck.exe and have to use Steam's Verify files.

Yeah I tried that, it doesn't work for me.
