Ngamahu Flame's Advance (Chieftain) not working with Tattoos

The passive reads: "Non-Unique Jewels cause Increases and Reductions to other Damage Types in a Large Radius to be Transformed to apply to Fire Damage"

I got this ascendency bonus and applied a cold damage tattoo. But it does not change into a fire damage bonus, while it is in range of a non-unique jewel.
