Graphic goes blurry/down

Did buy a new computer recently becouse i was lagging in the game, long loading times and Graphic goes blurry/down and somtimes it crashes.
did go from Nvidia geforge 2000 series to 4000 series. Can give more computer info if needed. with the new computer the loading time is better and the game does not crash anymore, but still looks like this often with many things at the same time. the GFX going blurry isn't a bug, that's a setting called dynamic resolution.

yea okey, but what kind of computer would i need for it to not downscale then? I am not the best with understanding what hardware but i thought my upgrade would do it when changing to the 4000 series?
I am not saying its a bug , but there was no support and they said here is where you write. hack and slash , all the day :)
