Ghosts, Soul Eater and Rogue Exiles should not be random.

These three* enemy types should straight up just be map modifiers and not be RANDOM, unless you have % chance to find them on the atlas tree. I'm so tired of running around a corner, being able to face tank about everything in the map, but then a random ghosted rare with max stacks of Soul Eater just shows up with more mods, infinite speed that can off screen you or rush you without warning, cc you to death, and/or remove flask charges, and destroy you with borderline no counter play.

There definitely is the problem of "enemies shouldn't scale that high", or "you can just block ghosts lul", or "just single target the ghost eater guy before he's invulnerable xdd", that's not the point. The fact is it feels annoying and just makes mapping in general feel awful.
