Map content not spawning correctly

Spawned a cemetery map with 2x domination scarab, 1x domination scarab of teaching, full allflames of untainted monsters (varied types). Have 4x ritual guaranteed on tree. The area spawned 4 shrines only, 1x ritual with one monster, and I cannot find the bulk of the monsters (50+ remaining, can't find any in the map). Sad waste of currency for me :(
