Harbinger Orbs not working on T16 maps

This is either a bug, or an oversight, more likely the latter.

Correct me if I'm wrong, but no text in game states you cant use Harbinger Orbs on T16 maps to turn them into T17 maps. With the introduction of T17 maps the text on Harbinger Orbs is essentially incorrect, as currenty they can't turn T16 into a higher tier map. Maybe the implication is, that the *new* map resulting from a Harbinger Orb must be on the atlass, or idk, but that isn't stated clearly anywhere.

T17 maps are a "special" type of map, therefore they can only be obtained by dropping them, the fact that harbi orbs don't work on them it's something that it's kinda obvious if we consider that, as said, they can only be obtained by drop.

But hey, if binding orbs can be used as an alche substitute (They work on maps), why not make a T16 turn T17 with harbi orbs. Would be something rather curious xD
