Endless loading and crashes

Since the new league launch, there are constant crashes while trying to load locations. Same on new league character and standart characters. 1 of 5 times I eventually pass through loading screen and spawn on the twilight strand, but then game frezees forever after half a second, or when I try to change texture quality settings. So, it may be a problem with texture loading.

I have Intel Core i5-9300H, 16GB RAM and nvidia geforce gtx 1650, windows 10.
Tried to reinstall game, clear caches and verify files. nothing helped:(

Can spot same threads, looks like common issue? Did someone manage to fix it?
