First of all, how much power does it gain per ally?
Secondly... I'm not sure I understand how the buff part works; It says that "Buff grants Added attack damage equal to 4% of the damage of your main hand weapon per 5 power, counting a maximum of 30 power."
1) I don't see any difference on the tooltip or in the character panel
2) Is the added attack damage similar to "added X type of damage" or does this work differently? If so, what type of damage does it add? Does this buff increase the damage of poison for example?

1 per normal, 2 per magic, 10 per rare, 20 per unique, 5 per (other) player. As far as I know, it counts enemies and allies equally.

Rallying Cry provide the buff to nearby allies, not to you. You get exertions.

Yes, added damage is added damage. Say, if your weapon's listed damage is 200-400 physical and 100-200 fire, the buff will add 8-16 physical and 4-8 fire damage per 5 power. Added damage contributes to "base" ailment damage, yes.

Does it snapshot the number of buffs for the exertions? or when the buffs run out does the exert lose the more damage multiplier?
