São Paulo ping spike, is it my isp or GGG's provider?

Had no issues the week prior to this leagues launch, fine on first day too. Saturday and Sunday been almost unplayable, from a solid 4ms (my ping 99% of the time playing Poe) to insane spikes to 30-100-300-2000 and random dcs.

I'm calling my ISP first thing in the morning, but wanted to report this, in case its GGG's providers fault.
