High ping in some instances/low ping in others - Washington, D.C. gateway.

Here is an example tracert for a bad instance. Notice how the route leads to WA. Tracerts for good instances always show the route going to VA/D.C. How do I fix this? It has been going on for months.

I believe the packet loss/high latency at the GA hosts are simply a deprioritization of the packets WinMTR sends. Since the issues don't persist down the line.
