Why this is not equal to flood and spam and is not punishable?

Problem number two: Melee attacks where hero doesnt make a step forward while attacking are outdated and uncomfortable to play in 2024. And that are most of melee atacks in POE1. But i can live with it and build ranged champs only. What i refuse to accept - be near children, that spam sounds with their toy guns. I didnt give birth to them. Why should i tolerate their disgusting behavior?
