The problem with random, but definitely annoying lag spikes

I've returned this league and experience random, but semi-frequent lag spikes. One area would be perfectly fine, then the next one would suddenly problems for like a minute or so. The usual stuff - stuttering, freezes, then speed-ups to catch up. I've read the thread with trace test and did as it said, took a host from where the lag happened and ran it for some time, but the thing is, it only shows 1% loss on a host ae5.cbs01.eq01.ams02.networklayer.com so I'm not sure how to read it.

I'm playing on Amsterdam mostly as it's the gate on which I have the lowest ms which is around 46-48. The lag spikes to around 500 max as far as I've seen, enough to die on a boss x)
Any tips would be appreciated. Should I bring this up with my ISP or...?
