Rogue Exile + Tormented Spirits full Atlas yet no uniques dropping?

I don't know if this is a bug or if this was so tremendously nerfed that rogue exiles on the atlas tree are just a complete waste of atlas points.

I've done like 10 rare maps now, some of which I also used the scarabs for Anarchy and Reliquary on top and on my main gem I also put in increased rarity support.

From those maps generally I get like 1-3 uniques per map and I feel like not a single one of those was from a Rogue Exile.

That's why I'm asking if someone might look into this if either the numbers were completely gutted and could be buffed a bit again or if it's a bug that rogue exiles can't drop uniques now.

I know they nerfed the scarab farming method of rogue exiles dropping tens or hundreds of uniques, but I feel like they should at least drop a unique every now and then else the atlas points are not worth it at all and it's a lot harder to get low tier uniques for builds on SSF or small group found leagues.
