Shield Charge +20 Quality Recipe doesn't work

Hello, i was trying to do recipe for +20 Quality gems, and noticed that shield charge trades for 2 scroll fragments when i putting lvl 20 shield charge and gemcutter's prism.

This vendor recipe only works for Support gems now.
