Weird routing issue but not knowledgeable enough to properly identify

Hi, I have been playing on settlers of kalguur on the Singapore servers and I was sometimes get instances with stable very high latency (>250ms) instances while some of them have stable low ping (50-70ms). I've checked the IPs and found out that the servers I get with the 23.09.23.xxx IP range has high latency. I wanted to figure out if this is an issue that is from my ISP's side or something else.
