My rage is not generating

My rage is not generating. I have 'Slaughter' which generates 1 rage on hit with axes and I have 'Axe Mastery' which generates 2 rage on hit with axes.
I use Gilded Axe and I'm generating no rage. Ever. What could be causing the problem? Any ideas?

A lot of people seem to be expecting Rage to appear as a buff icon, and don't notice other UI feedback on Rage.

After loading into an area, gaining Rage will reveal the Rage meter along the top of the Mana Orb in the bottom right (kb+m, not sure where it is on the controller UI). Is that not showing up for you?

Oh, it is! Did they change it in the last couple of years? I could've swore the rage counter was on the top left along with other buffs?

Given how so many people are confused about Rage not generating this league, I assume that Rage was also displayed in the buff bar until last league.

The meter along the top of the Mana Orb has been in the game for a long time as well, though. Looking at the history on the wiki's Rage article...it was added in version 3.7 Legion league, just over 5 years ago.
