Rune enchantment does not work

When enchanting my ax to "(7–10)% increased Fire Damage per 1% Fire Resistance above 75%" and having 300 fire resistance, my damage did not increase. I tested this on several fire skills, both melee and spells.

Need your current resistance above 75%, not uncapped. Increase your max resists.
