Packet Loss in WinMTR

I get very bad ping spikes in-game. WinMTR shows ~20% packet loss at every hop past 192.168.0.1. Is this an ISP problem?

" yes. 192.168.0.1 is your router in your home. Next hop is the ISP hub. Call your ISP. The issue can be anywhere between your modem/router and their hub. I would recommend doing a few different tests to other locations... 8.8.8.8 (google dns) is an easy one to test with. Try to test and see if this is happening at specific times of the day or all day long.
