Town Recruit: What is this reroll symbol on the right?

I think I got this button after upgrading my town improvements to tier 11. Why is it disabled and what does it do?

Gives "better" recruits. Supposedly its questionable whether you want to use it or not. Greyed out maybe because you dont have enough gold.
No wonder it's lost, it's in the middle of the jungle!
