Question about Vaal Blade Flurry damage

Hi,

So Vaal Blade Flurry states the following: "When you stop channelling, deals damage in a smaller area around each enemy in the circle."

I assume that other enemies can be hit by these damaging areas, else why would there even be areas around them, right? Does that mean, that enemies can be hit by multiple areas AKA the more enemies I have in the circle, the bigger chance that multiple areas overlap on a single enemy, dealing more damage?
