Need crafting advice/help

I'm trying to craft my end game two handed mace and not really sure what the best way to go about it would be if anyone can give me some advice, I'd really appreciate it.

Prefix
Socketed Gems are Supported by Level 10 Endurance Charge on Melee Stun
179% increased Physical Damage
Adds 47 to 84 Physical Damage

Suffix
21% increased Attack Speed
38% increased Critical Strike Chance
+1 to Maximum Endurance Charges
20% increased Attack Speed if you've Killed Recently

The prefixes need to be as listed here that's the most important thing, the suffixes have several modifiers that could be swapped out for other things. If getting +1 endurance charge makes it a much harder craft I could drop shaper influence, but shaper has a few suffixes that would be good for it.

What would be the best method to make this thing, I have about 20-30 div is that impossible for this? I tried using poe craft, but I struggle with finding the best method with it.
