Settlers league mechanic button not working

Hi,

league mechanic button "V" not working for me from the first league day, screenshot attached - there are no 'scroll image' on the right bottom of the screen.

Also I see from my friend that there are 'manage town' button from Johan in the HideOut. I also do not have this button from my Johan in my hideout. But my city is maximum level already.

How can I fix that?
