The Ivory Tower Energy shield reg Problem [SOLVED]

My Energy shield is only regging to a certain point and not to its full value.
When I unequip my Ivory Tower an wait till my energy shield is maxed and equip it again my energy shield is full but when i get damaged and my shield is depleting it is only regging tho the previus value (not eaven 50 % of my max energy shield).
