Troubleshooting Network Issue

Any help is appreciated.

I do love ARPGs but it seems they do not love me.
Diablo 3 was fun, but had a memory leak that made it unplayable for years.
I heard about PoE and decided to try it and it was similarly unplayable (my internet was terrible at the time) so I chalked it up to that and moved on.

New place, new internet, new routers.

Definitely an improvement but every few seconds there seems to be a hiccough of sorts.

Lockstep: starts and stops every few seconds (seems like its linked to the spawning of new entities)

Predictive: is better, but has the unfortunate effect of dying to things I cant see (labyrinth traps are particularly bad for this, as well as flame dashes teleporting me back to where I started from)

hitting f1 once or twice to bring up the graph panel, the only thing really of note is ping will jump from 30 to 997 then back down very quickly and this happens quite often.

Specs:
Windows 10 (playing through steam if it matters)
Intel(R) Core(TM) i5-6600K CPU @ 3.50GHz 3.50 GHz
32 GB RAM
Nvidia GTX 1060 6GB
installed on SSD

Running it on Ethernet not WIFI

I ran a WinMTR and instead of the usual 10 Hostnames I had an extra 20 (totaling 30) but they were all called "No response from host" the first 10 hosts I sent 100 packets to, all 100 were received no issue. The others only 20 got sent and none of them were received. Not sure what to make of this.

Hey, when you're experiencing these ping spikes, would you run some WinMTR tests corresponding to one of these servers you're connected to?
