What mods do I need to play?

I vaguely remember a loot mod that played sounds, and then one that showed me what skill points to get each level. What mods do I need?

Neither are mods, but the first would be custom loot filter sounds and the latter is Path of Building (PoB).
For the filter, I recommend Filterblade.xyz it offers a lot of customization and ready-made soundpacks The opposite of knowledge is not illiteracy, but the illusion of knowledge.
