Kirac don't give his missions

I have Atlas specialised on Kirac and no reports dropping, no new missions granted upon map completion.

Kirac dialog option "Atlas Mission" highlited blue and do nothing.
His shop never refreshes.

Notes:

Failed his first misson(Blighted Map), that mission was granted for completing Act 10.

On Atlas passive tree I banned Ritual, Ultimatum, and Roges Leagus by picking passive nodes Secular Focus, Servant of Order, and Straight and Narrow respectively.

Looks like Problem fixed for now. Recieved a Kirac mission upon defeating T8 map boss, and 1 Kirac reports dropped.

If this was intended and not a bug, then specializing in Kirac is worthless since I recieved one mission after 12 hours of mapping.

Hard to say in this case, but I've been speccing into Kirac every league since they have been in the atlas tree. The passives definitely boosts the chance and it is only on map completion so more maps done = more missions granted.

I think I read default Kirac is only 5% chance or something like that. Just the center wheel and going up the right side (left side is reports, not Kirac chance), adds an additional 14% chance. Almost quadrupling the chance so one in every 5 maps. Paired with the Shaping wheel(s) to increase chance of higher maps and buying out their shop as needed, atlas progression is in a very good spot right now.
