Tempest Rising+Self Chill

I was testing some reverse chill stuff with new added deadeye ascendancy
Idea of build Replica tullfall + militant faith jewel(dominus keystone) + x2 PowerLessNess jewels this combo should give me power charge each second while moving (and damage me for 125 cold damage each second while moving)
And you add Those boots to the loop but frenzy charges (power in my case )won't generate

Is it intended that deadeye ascendancy does not provide frenzy charges with those boots?Bug?

When you're standing affected by elemental ailment, you're both moving and stationary. Your movement must not be interrupted for a second to get a charge. Being stationary interrupts it, so the second counting never starts.

There's a bit similar interaction between stationary status (e.g. Tukohama's pantheon) which is also interrupted by teleports (e.g. Ligthing Warp), even though you're stationary before and after teleporting.

When the countdown gets involved, stationary and moving statuses interfere with each other.

Thanks for explaining. The wiki pages for Moving, The Tempest Rising and Avidity don't explain this, but after reading your answer, I checked the wiki page for Stationary, and it is explained there.

I was trying the same as SmartestLabberAlive, but with Heartbound Loop and also using Graven's Secret to then convert those power charges into Absorption charges that grant Ele ES recoup to help sustain the ES cost of looping with Eldritch Battery and Mind over Matter.
