Fortification encounter inactive after completing Intervention Encounter

I entered the map, cleared the intervention encounter, spawned fort, and the doors are completely untargettable despite the fact the quest tracker registered Intervention complete  Last bumped on Sep 10, 2024, 12:15:47 PM

This seems to have happened because the Fort safehouse was ready, but wasn't displaying in quest tracker
