Allocates Golem Commander Not Working

I'm having a problem with Golem Commander it currently not working at all. Max I can get is 2 active golems even though I have Golem Commander on the passive tree and now a talisman with Golem commander. Can anyone help me on this?

Passive can't be used twice. Either passive tree or anoint.

Your saying it just giving me another passive got it. I thought it was separated.
