Does character level impact stacked deck outcome?

1. So if I open SD's with level 1 or 50 or 80 char vs level 100 for example, do I have better chances to pull out rarer cards or char level doesn't matter?

2. Also, if you drop cards from SD's on the ground in area level 2 vs 80 or whatever for example, does this impact what cards SD's drop?

Something I'm wondering is why they changed the Div card drops in heist to stack decks. I prefer the way it was before. They use to drop as div cards didn't they?

Another thing I'm wondering about is the outcome distribution on the swap div card alter in betrayal safehouse. Is this substantially better than a stacked deck? Often I don't have a div card prepared to swap, and I'm wondering if its worth interacting with it if the expected outcome is only similar to that of 1 stacked deck.

Stacked Decks were too strong and Heist got hit in the process of that nerf

And yes the exchange is absolutely worth it. It's weighted heavily in the player's favor to yield rarer cards

What was the change exactly? I thought they use to drop in heist as the identified cards, so you would know if you found something good or not. Maybe I'm not remembering correctly, I wasn't playing much heist, but I thought the div card rewards where more interesting than always stacked deck. Even if end result may be somewhat similar. I'm not anti-stacked deck, I just don't really like opening them. Functionally they seem to work well other than that.

Heist had both direct div card drops from reward chests with the Divination symbol as well as raw stacked deck drops from the reward chests as well as from small chests.

The nerf was to overall number of Stacked Decks dropping from everywhere, so that also includes mechanics like Blight and Legion for example. The nerf hit Heist the hardest imo because those were steady income

Edit: also, if you weren't aware yet, they also changed them to not be able to turn into div cards that give boss-exclusive items. This change is from 3.24
