The Staff of Purity: where is Bannon?

At act 10, I got the Staff of Purity, to give to Bannon, at the Docks. I go at the Docks and there is no Bannon.
What am I supposed to do now? I can't continue act 10 until I give the staff back. What the... help?? Edit: OH and Innocence isn't there, although the mini-map show he would be there!
