I'm just trying to stack to the max. Is there any way to get more than 13?

You can get another power charge from Aylardex amulet
Precursor rings can roll +1 power charges In standard there are mirror services for rings with +2 PC (https://www.pathofexile.com/trade/search/Standard/KmroWPT5). On a Manifold ring this goes up to +3 PC So you can still go a little higher in theory The opposite of knowledge is not illiteracy, but the illusion of knowledge.
